CALMOAA Advocacy Mission
The California Council of Chapters of the Military Officers Association of America (CALMOAA) focuses on advocating for the rights and interests of military service members, veterans, retirees, and their families. Their mission includes:
- Supporting legislative efforts that benefit the military community in California.
- Protecting service-earned benefits for uniformed service members and their dependents.
- Engaging in grassroots advocacy to ensure military-related issues remain a priority in state and federal legislation.
- Collaborating with MOAA to further national and state-level initiatives that impact military personnel.
CALMOAA works closely with MOAA to amplify the voices of military officers and their families in legislative matters

historic 2025 Win: Tax Exemption for California MilitARY
California has officially ended its distinction as the only state in the nation to fully tax military retirement pay — a milestone victory years in the making.
This achievement reflects the relentless advocacy of Veterans, spouses, and supporters statewide. Through countless letters, committee testimony, and grassroots engagement — and with the steadfast leadership of Assemblymember James Ramos — we achieved a precedent-setting success.
On June 27, 2025, the Legislature passed and the Governor signed Senate Bill 132, a budget trailer bill incorporating the key provisions of Senate Bill 1 and Assembly Bill 53. Beginning January 1, 2025, a qualified taxpayer may exclude up to $20,000 of uniformed-services retirement pay or Department of Defense Survivor Benefit Plan annuities from California state income tax. To qualify, a taxpayer’s federal adjusted gross income must not exceed $125,000 (single) or $250,000 (joint). This exemption will remain in effect for tax years 2025 through 2029.
While this is a landmark victory, it is not the finish line. The exemption is capped and temporary. CALMOAA and our partners will continue to advocate for full, permanent tax relief that honors every veteran and surviving spouse who has served and sacrificed for our nation.
