A YES Vote Means
Stronger Consumer Protections: Expands California’s Consumer Legal Remedies Act (CLRA) to cover all veterans’ benefits, not just pensions, making illegal or excessive fees an unlawful act.
Federal Enforcement Standards: Only VA accredited attorneys or agents may charge fees allowed under federal law. Any other 'fee-for-claim' contract is void, and violations are a misdemeanor.
Privacy & Security for Veterans: It’s illegal to ask for or use a veteran’s VA, DoD, or DHS login credentials to access their records.
Real Recourse for Victims: Veterans and families gain the right to recover damages and attorney’s fees, and prosecutors gain new enforcement tools to hold scammers accountable.
A NO Vote Means
California fails to extend CLRA protections beyond pensions - leaving gaps for predatory 'consulting' scams.
Claim-shark companies keep charging illegal fees for initial claims with minimal state penalties. Veterans and families lose the stronger remedies and accountability tools that SB 694 provides.

California has officially ended its distinction as the only state in the nation to fully tax military retirement pay — a milestone victory years in the making.
This achievement reflects the relentless advocacy of Veterans, spouses, and supporters statewide. Through countless letters, committee testimony, and grassroots engagement — and with the steadfast leadership of Assemblymember James Ramos — we achieved a precedent-setting success.
On June 27, 2025, the Legislature passed and the Governor signed Senate Bill 132, a budget trailer bill incorporating the key provisions of Senate Bill 1 and Assembly Bill 53. Beginning January 1, 2025, a qualified taxpayer may exclude up to $20,000 of uniformed-services retirement pay or Department of Defense Survivor Benefit Plan annuities from California state income tax. To qualify, a taxpayer’s federal adjusted gross income must not exceed $125,000 (single) or $250,000 (joint). This exemption will remain in effect for tax years 2025 through 2029.
While this is a landmark victory, it is not the finish line. The exemption is capped and temporary. CALMOAA and our partners will continue to advocate for full, permanent tax relief that honors every veteran and surviving spouse who has served and sacrificed for our nation.

Founded in 1966, the California State Commanders Veterans Council is recognized in state law as the collective voice for California’s major veterans service organizations. CSCVC supports veterans through advocacy efforts aimed at enhancing the rights, benefits, and well-being of California’s 1.6 million veterans and their dependents. Currently, 23 of the state’s leading veteran service organizations are represented on the Commanders’ Council.
